This reply at least shows that there is still a possibility for a new bus service, it's just that they have to wait until the bus bays and bus parks are ready (which is very important since the eastern Huanshan Road and S103 are all too narrow for a bus to turn around and stop). Comparing to replys like "there are no plans for bus service at XX road", this at least shows some progress. Don't look down on them like they say nothing true.

I guess they will change the route of 21. They can either cancel the old Service 21 and start a new service from Fangte to Shankou, or extend existing Service 21 to Fangte. A new service with no change to 21 is good but it is a waste of buses.

我猜他们会改变21路线。他们可以取消旧的21路，从方特开始一个新线路到山口，或扩展现有的线路。21是好的但它是一个废弃的公共汽车。

这一回答至少表明，仍有一种开通新线路可能性，这就是他们要等到巴士站和巴士公园准备（这很重要因为东部环山公路与S103都太窄，公交车无法掉头）。相比于回答“没有计划的巴士服务在XX路”，这至少表明一些进步。不要看不起他们像他们说的不是真的。
